Responsibility: RFS or the Department?

RFS Responsibilities
RFS is responsible for invoicing, financial reporting, managing indirect costs, maintaining financial records, initiating and coordinating closures, and responding to fiscal audits. However,
  • Monitoring performance and compliance is the role of the principal investigator and their department.
  • Setting up or revising project budgets, and approving reallocations or transfers is the work of the Office of Contracts and Grants.
  • The Office of Contracts and Grants and the Research Information Center set up and maintain cost centers.
  • Interpreting agreements and contracts is the work of the Office of Contracts and Grants, with possible involvement from General Counsel.
  • Tracking and reporting property is conducted between the department and property management.
Responsibilities of the Departments:
  • Monitor compliance.
  • Account reconciliation.
  • Document retention (minimum 3 years).
  • Provide all necessary backup documentation for invoicing/reporting (project-specific).
  • Provide cost sharing information and documentation.
  • Produce or obtain close-out documentation (project-specific).
  • Technical reports, and patent and intellectual property reports generated by the PI.
  • Property reports (for specific awards) are coordinated through Property Management.
